摘要
10月3日是德国统一三周年纪念日。三年来统一的德国融合和改造东部地区(原民主德国,以下简称东德)的进展并未象原先设想的那样顺利。这拖了西部地区(原联邦德国,下简称西德)的后腿,使德国统一后在经济、政治、社会等方面产生了众多问题和矛盾,背上了沉重的负担。当前,德国政府正在采取种种措施力求克服统一后带来的不利因素,有望在经过一段时间的努力后,渡过难关,进入新的发展时期。
The unsmooth reconstruction in the eastern part of Germany since its unification three years ago has not only been a drag on the western part, but also brought many unexpected problems and difficulties: deep economic recession, decline of government reputation and rise of many social contradictions. After many rounds of ' roundtable conferences', a consensus has been reached among the ruling party, the opposition party, the business communities and trade unions in Germany on the issues of how to shake off economic predicament. The measures being taken include: formulating 'Solidarparkt', implementing ' Foerderkonsolidierungsprogramm', slowing down the privatization plan in the East, giving special support to small—and medium—sized enterprises, increasing revenue earnings and reducing spending, spurring investment and expanding export by cutting interest rates, strengthening police force and cracking down neo—nazi activities. On the whole, German Unification strengthened German national power and its position in the EC. No doubt, Germany will play a much bigger role in international affairs once its three internal difficulties are lessened.
