为最终彻底废除种族隔离制度,南非多党谈判在去年5月民主南非第二次大会搁浅之后,已于今年4月1日重新恢复,更名为多党谈判会议。最近一个时期以来,多党谈判取得了一系列积极的突破性进展,形势喜人。南非民主进程目前已进入关键时刻和最后冲刺阶段,但国内形势仍然复杂,坚持改革的势力与右翼势力之间的较量和争夺还在继续。从总的趋势看,道路虽曲折,但前途光明。一、谈判的成果和取得的原因近几个月来,南非多党谈判会议经过积极讨论、认真磋商,解决了争执数年而未能解‘决的问题,接连取得进展,向最后解决南非问题迈进了一大步。今年7月2日。

Recently the Process of democratic reform in South Africa is developing rapidly with a series of breakthroughs and is now in its final stage. The domestic situation of South Africa at the moment is still rather complicated and the focal point of the conflict is on the schedule of constitution formulation. ANC and the present government, powers which uphold reforms, advocate drawing up a temporary constitution as a first step and the final one to be enacted when a new parliament is formed, while the 'Free Union' insists on finalizing the constitution before the general election. Although members of the 'Free Union' have common interests in expanding regional autonomous powers, they are divided in their attitudes towards reform. ANC and the government have adopted a strategy to disintegrate them, In order to divide the 'Free Union', a package agreement including a temporary constitution was reached on Nov. 18 after making substantial compromises. It is expected that this strategy will produce active effect. South Africa will not split nor will there be a general civil war, a transitional executive committee will soon be set up and the general election will be held as scheduled next April.
