Bill Clinton, the Democratic candidate for the US president, was elected the 52th president of the US, mainly because he heldhigh the banner of'transformation', which catered to the voters' grievances against the current situations in domestic economy and society and thirst for a change of reality, and won the support among the eastern, Jewish and some local financial groups whose major interests are at home. At present, the balance of power of each factions in Democratic and Republic parties and the tendencies of their policy readjustments indicated the fact that the US situation will transform from conservative towards moderate. When he comes to power, Bil Clinton will take'vitalizing the US economy'and'cebuilding America'as the general guideline of his domestic and foreign policies, in which the emphasis will be placed on domestic affairs. Developing economy will be the top priority of his domestic policy. For this reason, he will lay stress on playing the government's role, carrying out the reforms of education, welfare and etc., and enhancing scientific researches for civil purpose in order to increase the international competiye(?)ess of the US commodities. As far as his foreign policy is concerned, he will succeed the current policy of the Bush administration, while pursuing more stern policy of protectionism and economic expansion, cutting down the military expenditure and making structural adjustment in military power so as to strengthen its capability of rapid deployment, and actively supporting the movement of'democratization'abroad and intensifying the ideological infiltration and expansion.
