摘要
1967年东南亚国家联盟成立时,其纲领虽然也明确规定要“本着平等及友好合作精神,通过各成员国共同努力以促进经济增长”,但从最初10年的情况来看,该组织政治合作明显强于经济合作。直到1976年第一次东盟首脑会议以后,其区域经济合作才真正开展起来。特别是最近几年,世界经济区域集团化趋势日益明显,东盟国家经济也因此面临强有力的冲击。在这种情况下,东盟各成员国也纷纷提出了一系列合作构想,今年1月东盟国家首脑会议更是以文件和协定的形式将这些构想固定下来,从而把这种区域性经济合作推上了一个新的台阶。本文拟对东盟区域经济合作的沿革及前景作一探讨。
Since its establishment in 1967, Association of Southeast Asian Nations has made some economic cooperations mainly in increasing bilateral or multilateral trade, through preferential trade arrangements, and strengthening cooperation in industrial fields through the esta(?)lishment of joint-ventures. Due to some factors in connectiin with eco(?)omie interests, nationalism and political issues, the level and scale of the economic cooperation arc quite limited. Since the mid-80s, most of the Asean countries have undergone readjustments of their economic structure and have achieved great success in their outside-oriented economies. Being enlightened under the impact of the grouping trend in the current world economy, Asean countries have put forward a series of new ideas about strengthening regional cooperation. Now the 'developing triangle' among Singapore, India and Malaysia has taken shape and this cooperation model is being further promoted in Asean countries. In addition, a plan to set up a free trade zone in Asean countries has been officially put on agenda. In view of current situation, the momentum of regional cooperation in Asean will be further strengthened even though it will face a series of new challenges.
