本文阐述了当代海洋开发的基本特点,制定海洋开发战略的基本原则,提出了树立海洋国土观念、海洋资源宝库观念、海洋全球通道观念,以及我国海洋开发的战略目标和战略部署。
The ocean, a newly explored area, is of strategic importance. This paper gives a
comprehensive introduction to such problems as strategic idea, strategic plan and objective.
These things, and proposes the principles for studies of marine strategy, the strategic
disposition of ocean industries and the direction of Chinese marine development.
