摘要
人口问题是关系到社会经济发展全局的重要问题。我国11亿人口,有9亿多农民,因此计划生育的难点和重点均在农村。必须实事求是地分析农民高生育意愿,稳定现行的生育政策,转变农民旧的生育观念,才能实现人口控制的战略目标。
Population is of vital importance to the overall situation of social-economic
development.Of the 1.1 billion people in our country,more than 0.9 billion are farmers,
so the difficulty in and emphasis on family planning lie in the countryside.We must,based
on facts,analyse the farmers'high-birth wish,stabilize current birth policy,and change
the farmers'old ideas about birth to realize the strategic goal of population control.
