Latin America: Its Economic Integration in the New World Pattern

80年代末和90年代初,世界形势发生了急剧变化,经济格局迅速地向区域化、集团化方向发展,北美自由贸易区,欧洲统一市场和东亚经济圈正在形成或酝酿之中。无疑,这种变化正在或将对拉美地区的经济产生重大影响。面对新的国际趋势,拉美各国领导人认识到,恢复和振兴停滞长达10年之久的拉美经济是当前的首要任务,为此必须打破拉美各国经济的闭锁状况,协调地区内的经济合作,以本地区的集体力量促进经济发展,共同维护国家和地区利益,以便使拉美在未来的世界中处于有利地位。

The turnbetween the 1980s and the 1990s witnessed the dramatic changes in the world situa-tion. The world economic pattern swiftly advanced towards the direction of region-alization and grouping. It is no doubt that this change is exerting and will exert agreat influence on Latin American economy. Faced with such new international situa-tions, the leaders of Latin American countries came to the conclusion that it is a taskof top priority to restore and vitalize Latin American economy which has stagnatedfor ten years. In order to achieve this goal, they must break down the close-doorstate of their economies, coordinate in their regional economic cooperation, promotethe economic development with the collective efforts in this region, and mutuallysafeguard their national and regional interests. In recent years, the process of eco-nomic integration in Latin America developed rapidly. The appearance of the South-ern Cone Common Market, the new progress of the Andean Pact Organization, thevitalization of economic integration in Central America and Carabean region, andthe expansion and development of the Rio Group are bringing this course of integra-tion in Latin America to a new stage. However, there still exist a lot of difficulties on the way of its integration. LatinAmerican countries should pay more to accomplish a real economic integration inthis region.
