广东大亚湾工业开发与生态环境之间协调途径的探讨

TENTATIVE STUDY OF THE WAYS OF COORDINATING INDUSTRIAL DEVELOPMENT, ENVIRONMENT AND ECOLOGY IN DAH YA GULF, GUANGDONG PROVINCE

本文从海洋环境生态学理论出发讨论广东省大亚湾经济开发与环境和生态之间调协发展的问题。大亚湾是广东省,也是全国经济开发的热点之一。广东省核电站,熊猫汽车城及正在计划发展的炼油和乙烯工程的建设与大亚湾早已划为水产保护区形成鲜明对照。如何协调其间关系?作者认为必须明确大亚湾是中国南亚热带富有代表性海湾,具有多功能。合理利用各种功能,首先进行海洋功能区的划分,在保护大亚湾珍贵海洋生物的前提下,划定港口工业区,即澳头和巽寮区。

Starting from from the theorem of marine environment ecology, this paperdiscusses the ways of coordinating the development of economic construction, environmentand ecology in Dah Ya Gulf. Dah Ya Gulf is now being considered the 'hot point' of economic development in China aswell as in Guangdong Province. The construction of Guangdong Nuclear Power Plant, Panda Automobile Plant, the oil refinery and the ethylene Plant, Panda Automobile Plant, the oilrefinery and the ethylene project (the last two being planned), have become atstriking con-trast with the protective area of marine products marked off im Dah Ya Gulf. How to coordi-nate the relationships between them? The author considers that Dah Ya Gulf is a gulf repre-sentative of the south snbtropical zone in China and a gulf with diverse functions. To make areasonable use of these functions, the first thing is to divide the marine function areas and,with the priority to protect the precious marine life in Dah Ya Gulf, to delimit the two har-bour industrial areas---Ao Tour Area and Zguan Liao Area.
