略论水资源费问题

DISCUSSION ON CHARGES FOR WATER RESOURCES

在水资源紧缺地区,征收水资源费是保持水资源永续利用,生态环境良性循环的经济措施。本文拟对有偿使用水资源的有关问题,按照水资源的自然、经济特点和供需矛盾程度,从理论和实践上进行探讨。其内容主要包括水资源费的构成和内涵,征收水资源费的依据和目的,确定水资源费的原则、标准和水资源费的使用原则等。

In the area which is short of water, it is an economic measure to imposecharges for water resources. This measure can maintain the perpetual utilization of water re-sources and the ecological balance of environment. According to the natural and economic characteristics of water resources and the degreeof contradiction between offerings and needs of water source, this paper, in terms of theoryand practice, expounds some problems in imposing charges for water resources. Its main con-tent includes the constitution and connotation of water resources, the basis and objective ofimposing charges for water resource, and how to decide on the principle and standard of thecharges for water resources.
