POPULATION PROBLEM AND URBAN DEVELOPMENT

城市发展与平衡,取决于政府能否准确地看到城市内部人与人、人与环境、城与镇等内外部各种关系的变化,及时提出并实施有效调节措施,才能收到如期效果。首都人口与城市的发展,不是简单的硬性压缩,必须从现实和发展实际情况出发,与政治、经济、文化、科学技术和社会发展等方面因素综合平衡,科学确立人口与城市发展,人口与经济发展的相互关系。

Urban balanced development depends on the accurate observations of the changes of theexternal and internal relationships, such as the relationship between men in a city, between man andthe environment and between city and town. By proposing and enforcing effective and timelymeasures of adjustment, the expected result can be achieved. The development of the capital' spopulation and the city is not a case to be deal with simply by rigid compression. We must, in the lightof reality and development, synthetically balance every factor, such as polities, economy, culture,science, technology and social life, and establish scientifically the interrelationships betweenpopulation and urban development, and between population and economic development.
