欧洲文化与欧洲联合

European Culture and European Union

本文着力从欧洲文化的角度来剖析当前的欧洲格局。作者在回顾了欧洲文化与欧洲统一的历史之后,认为欧洲文化在欧洲民族国家出现前曾起过欧洲统一的作用,在民族国家兴起后又起过一种"精神维系"的作用,并在战后的欧洲再造运动中起了重要的舆论作用。作者认为,欧洲文化中的统一性是欧洲联合的思想基础;欧洲文化中的多样性则使欧洲联合的道路是长期性。特别是在东欧变局之后东西欧的接近中东西欧文化的撞击将对未来的欧洲有很大的影响。因为,东西欧不仅是战后以来的分隔,在历史上也是二种很大不同的文化,这种不同正是欧洲文化多样性的一个重要方面。作者认为,文化对历史进程和国际政治的决策有着制约作用,但文化并不能决定一切。欧洲格局仍有着很多不确定因素,其中政治、经济和文化上的冲撞,恐在所难免。

This paper analyses thepresent European pattern chiefly from the angle of European culture.After looking back upon thehistory of European culture and European unity,the author argues that European culture had agreat influence on European unity before the emergence of European national countries,and animportant spiritual role afterwards.In the European reconstruction of post-war period,it continuesto play an important part in public opinion.The author believes that the unity of European cultureis the theoretical basis of European union.The variety of European culture makes the road ofEuropean union a long one.Particularly,during the approach of Eastern and Western Europe,af-ter the drastic changes in Eastern Europe,the clashes of West and East European culture will exer-cise great influence on Europe in the future.Because not only in history but also in the post -war pe-riod East European culture has displayed great difference from that of Western Europe.Such dif-ference is an important aspect of the variety of European culture.The author argues that culture has restrictive impacts on the course of history anddecision -making of international politics.But culture is not everything.There are manyuncertain elements which influence European pattern.Among them are political,eco-nomic and cultural clashes.
