The Gnlf war is the first 'great war' since the end of the cold war,leaving profound inspiration for the history. The Gulf crisis testifies thatin the post-cold war era the uneven political and military development is animportant cause for conflicts, that geopolitics and military force still holdgreat significance, and that the emergence of regional powers will producemajor impact for the post-cold war era. As to the US, Bush Doctrine has replaced Reagan Doctrine as thegeneral principle of its foreign policy, according to which the US will exertmore efforts to deal with the menace posed by regional powers against theAmerican interest while keeping on paying close attention to changes in theSoviet Union. The Gulf war provided the Bush Administration with a juncture forestablishing a 'New World Order', the core of which is to establish a paxAmericana,in an attempt to secure and maintain America's absolute leader-ship in post-cold war period. But any order is but an abstract illustration ofconfrast of strength and combination of forces,and will be built on the basisof strength. The decline of the Soviet influence has enhanced the determi-nation of the US to forge the New World Order. Meanwhile, the US willalso maintain the balance of strength between big powers and between regio-nal forces, take measures against the regional powers, contain furthur itswestern allies, and bring about global capitalization as an important content ofits new world order. However, the US is bound to be confronted with numerous difficulties.
