1990年2月2日,南非德克勒克总统在议会的开幕词中指出,已有越来越多的人认识到,只有所有居民的有代表性的领导人能通过协商达成谅解,才能保证南非的持久和平。为此他宣布解除对非洲人国民大会。
The success or failure of the negotiated settlement depends heavily on the
relative strength of different political forces inside South Africa. The results
of political settlement will have direct influence on the interests of the differetn
political forces and there are vast gaps between the interests of different races,
especially between that of the whites and the blacks. Realignment among
the whites shows that the majority of them are not ready for major concessons.
Their consessions would be far less than what the whites made in Namibia.
The secret support to Inkatha further discredits the white government. Black
realignment are also underway. A settlemet that cannot change the status quo
would unacceptable to the majority of blacks. Even though a settlement could be
reached it would be a kind of temporary compromise. The struggle for social
and economic equality would be more difficult than the struggle for equal
