On Ownership Reconstruction of Collective Enterprises

12年来我国城镇集体企业的所有制改革,可概括为从尊权、分权、还权到界定产权、重构产权制度这样一个发展过程。针对集体企业产权模糊的现实及其弊端,集体企业产权制度改革的方向,应是建立生产资料全体职工共同占有基础上的职工个人所有制,以实践马克思“重建个人所有制”的科学预言。为此,集体企业深化改革应采取合作制和股份合作制两种途径,通过重构产权关系来克服目前集体企业产权模糊、虚置、缺位等现象。

The ownership reform of township collective enterprises in the past 12 Years in China may be summed up as a developing course from the respect of ownership, the share of own-ership, the return of ownership to the definition of proprietorship and the reconstruction of proprietorship. Recognizing the reality of obscure proprietorship of collective enterprise, re-form orientation of collective enterprise ownership should be the establishment of dividual ownership by staff and workers on the basis of common ownership of means of production by the the whole staff and workers, to realise Marx's scientific prediciton of 'reestablishing individual ownership'. Thus, the policy for deepening reform of collective enterprises should be the two processes of cooperative system and subordinate cooperative system. And the phenomena of proprietorship obscurity, nominal and voideness will be overcome through the reestablishment of proprietor relationship.
