摘要
从不同的角度分析行政责任 ,行政责任的实现机制即表现出不同的结构。行政责任的实现是需要一个比较完善的调控机制的。从对行政责任进行调控的角度看 ,可以说教育是基础、法制是保证、监督是关键 ,三者结合 ,共同发挥作用。从这三个环节入手 ,有可能构建一种比较科学的行政责任实现机制。
With analyses of the administrative responsibility from different perspectives, we see mechanism for its realization in different frameworks. The realization of administrative responsibility needs a comparatively perfect control mechanism. From the perspective of control over administrative responsibility, we may think of inculcation as the basis, law as the assurance and supervision as the key point. It is possible for us to build a more scientific administrative responsibility mechanism when we begin with these three aspects, which we will combine together to have them function at the same time.
