香港在建立公务员制度方面,几十年来积累了较丰富的经验。本文系统地介绍了香港公务员制度形成的条件、社会环境,公务员的分类情况及公务员的管理机构、管理工作原则、政策、措施等问题。其中有些是我们在政治体制改革中可以借鉴的。

In the institution of government functionaries, Hong Kong has accumulated richexperience in the past several decades. This eaasy is a systematic introduction to theconditions and social environment for the evolution of a government functionaries sys-tem in Hong Kong, and to the classification, administration, administrative principles,policies and specific measures for the functionaries. Some of these issues are worth study-ing and drawing lessons from when we reform our political structural system.
