摘要
商品经济是我国经济发展的必然,以往的人事管理,根本问题在于不适应商品经济的特性。因此,我们必须按照社会主义商品经济的要求,确立人事管理的职能和体制,调整转变原来在半自给经济关系下建立起来的完全直接包揽式的人事管理的职能。作者在详细论析的基础上,提出了一系列人事管理改革的具体措施。
Commodity economy will be the necessary outcome of China's economic develop-ment. The author of the present article notes that the personnel administration inChina has been marked by its failure to adapt istself to the characteristics of com-modity economy. He proceeds to propose a change of the the personnel adminis-tration from the all-controlling function evolved at a time when semi-self-sufficient economy prevailed. This is to establish the new function and institution of person-nel administration, a function that would suit the need of socialist commodity eco-nomy. Basing on a comprehensive analysis, the author deals with a series of spe-cific measures which he believes to be necessary for the reform in the personneladministration.
