Mr. Sun Wenguang emphasizes in the present article that social division of la-bour must be fully developed, noting that the model in which the primary industryoperates in the rural areas while the secondary is largly restricted to the urbancentres helps to raise social productivity. He goes on to draw attention to the knottyproblems involved in the rapid growth of the township enterprises, stressing thatuncontrolled growth of them will do more harm than good. Mr. Sun holds that presentgovernment policies towards rural industries must be immediately revised.
