由于我国林业产业没有形成以营林为基础、以森林资源再生产为目的的经济运行机制,而是以生产木材为中心,把森林资源当成“无价之物”,只采伐消耗,不给或少给补偿,导致林业经济机制逆向运行.建立森林资产制度,就是要把森林资源作为有价资产纳入严格的资产管理范畴,建立起最佳的林业商品经济运行机制.

In the absence of an economic operational mechanism based on business ma-nagement and aimed at the reproduction of forest resources, china's forestry has long been making concentrated efforts at simple lumbering, making little or no compensation,as if forest resources were'valueless'. Such a practice has led to the reverse operation of forest economic mechanism. The establishment of a forestry property system means bringing forest resources,as valuable properties, under strict property administration and also means forming an optimum operational mechanism for forestry commodities.
