All-trade benefit stems from division of labor. All-trade administration has as its aim the defence for and enlargement of all-trade benefit. Unlike many other researchers in this field, the co-authors of the present discourse give an original definition of all-trade administration based on their own observation on the identity between technology and economy.Administration based on administrative affiliations, as a special form of inner-trade administration, is, to a considerable extent, subject to historical limitations.One of the major causes of China's past mistakes in economy lay in the practice characterized by the sole stress on this form of administration and the igno- ring of administration by trade. To end such a practice is one of the major tasks for the reformers.Corporation administration serves as a prerequisite for all-trade administration.Whereas the two tend to contrbute to each other, they are not to be identified.Failure to differentiate one from the other either in theory or in practice will lead to confusion in the economy.
