一、承包经营与企业环境国有企业改革的深化,越来越紧迫地要求人们对企业环境进行深刻思考。对当前承包经营环境的看法众说纷纭、褒贬不一。归纳起来分成两类。一种观点认为:经过几年改革,为承包经营创造了良好环境,当前企业应该眼睛向内,通过推行承包制深化企业内部改革,转变经营机制。另一种观点则认为:由于企业内外改革不配套。
