摘要
战后日本对外经援,70年代前,侧重谋求自身经济利益,80年代起则侧重为日本的政治战略服务。目前日本对外经援,数量不多,质量也不高,即附加条件的贷款多,不附加条件的贷款少,赠款援助少,技术援助少,因此引起发展中国家的不满和批评。今后日本对外经援,在国际上存在压力和自身也有需要的情况下,数量会有较大增加,条件也会放宽,做法也会有所改进。
In providing economic aid to foreign countries after World War Ⅱ,
Japan had sought primarily for its own economic interests prior to the 1970s,
whereas such aid mainly serves Japan's political strategy as of the beginning
of the 1980s. At present, Japanese foreign economic assistance is neither substan-
tial in volume nor high in quality. Japan offers more credits with attached
conditions than those without any conditions and a small proposition of such aid
is grants or technical assistance. This, as a matter of course, has aroused
discontentment and criticisms from developing countries. In future, under pres-
sures from the international community and out of its own needs, Japan will
increase the volume of such aid by a considerable margin, Iiberalize its terms
and improve the way it provides foreign aid.
