发展第三世界经济是解决债务问题的根本途径

THE FUNDAMENTAL SOLUTION TO THE DEBT PROBLEM LIES IN THE DEVELOPMENT OF THE THIRD WORLD ECONOMY

第三世界债务危机近年来出现重新恶化的势头。西方债权者虽然提出不少解决的新方案,但大都治标不治本。发展中国家近年来为解决债务问题提出的主张和方案则体现了“以发展促还债”的思想。只有加快第三世界经济发展,才是解决债务问题的根本途径。

The debt crisis of the Third World tended to worsen again in recent years. The Western creditors have put forward a number of new proposals for its solution, but most of them will only alleviate symptoms rather than attack the disease. The propositions and programmes raised by the developing countries recently for the solution of the debt problem embody the idea of 'facilitating debt service through economic development'. The funda- mental solution to the debt problem lies only in accelerating the development of the Third World economy.
