论沿海地区外向型发展战略

EXPORT-ORIENTED STRATEGY FOR CHINA’S COASTAL AREAS

在沿海地区逐步推行外向型发展战略,是一项把开放政策与利用劳动力资源优势连结起来的战略。它对进一步贯彻落实对外开放方针,具有全局性的意义。文章从国内和国际两方面对这个战略的必要性和可行性作了比较充分的论证。并且提出了两项政策目标:一是深化改革、放手将外向型企业推到国际市场上直接承受竞争压力,在竞争中求生存、求发展;二是为出而进,以进保出,走出口——进口——扩大出口的滚动式路子,发展创汇产业。

The strategy to develop an export-oriented economy in China's coastal areas is purposely tolink the open policy with making use of the advantage of ample tabour resources,and it's ofgreat significance for the further implementation of the open policy.Through the analysis ofthis strategy from both domestic and international perspectives,the author Mr Du proves thenecessity and feasibility of the strategy,and then maps two of his policy objectives:1)Furthering the reform and boldly letting the export-oriented enterprises shoulder thepressure of the competition in the international market for their own existence and growth;2)Taking the road of‘import for export and export by import’,or‘export-import-greaterexport’,and developing industries that earn more foreign exchange.
