摘要
随着我国经济发展战略和经济体制模式的转换,一个长期不被人们重视的行业——房地产业,正以崭新的姿态迅速崛起。如何从住房制度改革的实际需要出发,按照社会主义有计划的商品经济的原则,发展具有中国特色的房地产业,使之成为国民经济的支拄产业,是迫切需要认真研究和探索的重要任务。一、发展房地产业的重要意义房地产业包括土地的开发,房屋的建设、维修、管理,土地使用权的有偿划拨、转让,房屋所有权的买卖、租赁,以及由此形成的房地产市场。在我国,发展房地产业,使房地产巨额财富进入流通领域,实现投入产出的良性循环。
It's important to develop the real estate business with Chinese characteristics in line withthe requirements of the planning commodity economy of socialism.This business helps propelthe housing distribution reform,guide the consumer demand and restructure the consumption.And this will bring about an industrial set-up,quickening the urban construction,improving the investment environment and driving other related industries and even the wholenational economy in full swing.To do all this,we must be active to commercialize the housing,expand the housingindustry which is a seetor of the national economy and should be turned from non-commodityinto eommodity,make it develop and accumulate funds for its own development,and atlenghth,form a benign cycle for the input and output of the real estate business.Here aremeasures suggested by the author:1.To set up a real estate fund to secure a source of funds for developing the business;2.To set up a real estate development investment company to bring the business into anorbit of planned commodity economy;3.To open up a real estate market to consummate the socialist market system;4.To erect a real estate bank as a center for settling accounts and credit in real estatetransactions;5.To enact laws and decrees concerning real estate to guarantee the business to developsoundly.
