深圳内联工业企业的外向性及其与合资合作的关系

Relationship Between SEZ Industrial Enterprise with Domestic Partner and Joint Venture and Cooperative Enterprise with Foreign Partner

本文针对近来忽视内联工业的倾向,分析了内联工业力量在深圳特区整个工业体系中的地位及其特性,提出“内联是外引的基础”这一基本观点。认为国家有关工业部、委应该进一步调动国内技术力量,形成一个吸收国外技术的消化系统,只有积聚足够的力量,外向型的工业区才能成熟,“技术窗口”的作用才能发挥;同时,还对深圳工业联合体如何加强外向性,提出了一些看法。

With a view to countering the recent tendency of neglecting domesticpartner enterprise, this paper investigates its position and charactristics in the whole industrial system of Shenzhen SEZ and, ensuing from the investigation, puts forth the basic principle that domestic-partner enterprise is the foundation for introducing overseas technology, capital and managing skill. The paper deems it necessary that the related industrial authorities in China should further bring into full play the domestic technical force so as to form a digesting system for absorbing the foreign advanced technology. Only by accumulating sufficient technical strength can the export-oriented industrial mature and the functioning of the technology window be given full play. The author further puts forward a series of his own views concerning how to reinforce the export-orientation of the entire industrial system in Shenzhen with domestic partnership.
