摘要
当前正在全世界范围蓬勃展开的新技术革命是人类历史上又一次巨大飞跃的起点,它必然对当前和未来的国际关系带来深刻的影响,应引起我们足够的重视。本文试图就新技术革命对当前和未来的国际关系的影响作一宏观分析。科技革命必然引起国际关系的变化十七世纪以来的三百多年中,世界已经经历了两次重大的科技革命。这两次重大科技革命的内容和影响范围都很不相同,但却都十分深刻地改变了人类的历史,对当时和其后很长一段时间内的国际关系产生了深刻影响。
In this article, the author compares the present new technology revolution with the former two. He summerizes and analyses the general laws affecting international relations by science-technology revolutions as well as specific characteristics of the present new technology revolution. In his opinion, these characteristics are: (1) The starting point of the new technology revolution is not to increase resource consumption rapidly, but to make use of resources more effectively. The very impetus is the wish of mankind to shake off the global resource crisis embodied by the 1970s' 'oil crisis'. (2) The new technology revolution has opened up a conceptionally totally new resource field—information. The quick access to process, transfer and application of information have become the most significant content of the new technology revolution. (3) The new technology revolution was instigated first for military purpose, then it tipped to civilian usage. (4) During the new technology revolution, the research and development of technology combines tightly with its industrialization. which has led to the fundamental synchronous progress of the science-technology revolution and the industrial revolution. The aforesaid characteristics have exerted following influences on international relations: (1) Marked changes in national powers may be brought about by the new technology revolution in no time and leads to significant changes in world structure. (2) The importance of resources in international affairs will be reduced greatly. (3) The outerspace, a new field of human activities, is opened and a series of new problems are raised in international relationships. (4) Secience and technology have become active factors in international relations. In conclusion, the author discusses the connection between the new technology revolution and some significant problems in present and future international relations.
