Since the founding of the People's Republic of China its building industry has been following the USSR's management model and has been imple menting the management mainly on the basis of departments, resulting in the confused situation of departmental and regional segregation, multiple leadership and different charge norms, thus hindering the healthy development of the building industry and affecting the upgrading of its economic benefits. As to the restructuring of the management system of the building Industry, the following two steps should be taken: a) implementing the centralized management, breaking down the ownership by the departments and regions, and putting the whole building industry under the control of a single administrative organ; b) engaging in a series of reforms in the fields of project contract,project tender and the opening-up of the building material market.
