The enterprises' managerial power encompasses the right to possess, control and use the capital goods. In the process of implementing reforms with respect to the centralization, integration and disintegration of the ownership of enterprises and the relevant managerial power, the following principles should generally be adhered to: a) the state has the inalienable right to the ownership of enterprises; b) enterprises should be vested with the full right of use; c) both the right of duly possession and the right of control are to be shared by the state and the enterprises according to specific conditions.
