Considerations About Running the Specialized Banks as Enterprises

一、关于实现企业化增强专业银行括力的阻力和难题增强专业银行活力的途径是十分明显的,即实现专业银行企业化,把专业银行办成独立自主、自负盈亏的经营货币资金的企业。要把银行办成真正的企业必须做到:1、以追求利润为中心;2、银行经营的好坏与职工的经济利益挂钩。关于第1点,由于专业银行的利润主要靠存贷利差形成。

The author holds that specialized banks should take the seeking of profit as their key goal in their operations.. This is the chief consideration in transforming the socialist specialized banks into enterprises. For eliminating the possibility of credit getting out of control arising from the seeking of profits the author suggests that: a ) hereafter the central bank will no longer bear the responsibility of providing funds to the specialized banks; b) the central bank's supply of money to the specialized banks will be effected mainly throUgh the following channels: rediscounting,providing loans and buying securities, corporate bonds, gold and foreign exchange; c) the settlements between different specialized banks in different localities are to be conducted through the inter-bank system mechanism under the control of the central bank.
