在当前经济改革理论研究中,我国经济体制的微观基础(特别是所有制结构和企业行为)及其对宏观控制的影响问题是人们议论的焦点之一。本文将就此提出一些初步的分析意见。一、以三条基本假设为基础的经济体制理论模式的内在逻辑在传统经济理论或所谓“纯”理论经济学中,对微观经济基础的理论分析一般暗含这样三条假设前提:第一,经济决策权来源于经济所有权。即谁有所有权,谁就有决策权。所有者可以自行决策。

The right to make an economic decision does not necessarily come entirely from the proprietary right, and conversely, the proprietary right may not necessarily ensure the acquisition of the right to make a decision. Therefore, the micro—oriented reform should be the very aim of realizing the rationalization of the behaviour of publicly—owned enterprises. At the same time, the implementation of a macro—control in line with the micro—oriented reform is preferable.
