Correlations Between Low Income Population and Development

中国农村发展面临着两个基本的现实:一是大量的低收入人口;一是大面积待开发的国土。在发展中,低收入人口不一定象人们普遍认为的那样是个负担,应该认为是潜在的巨大资源。如何启动低收入人口去开发国土,这是一个发展中的普遍问题。本文以低收入人口较集中的“三西”地区为样本,探讨了低收入人口与国土的开发问题,并提出一些新的思路,很有参考价值。

Large Low-income population and vast undeveloped territories are the basicfacts to be considered in any rural development in China. The former should beconsidered as an enormous potential resource for development rather than a burdenas they have widely been held to be. An issue of universal significance for deve-lopment is how to organize the low-income population into a force for the deve-lopment of the nation's vast territories. The present article represents an attemptto investigate into the correlations between the low income population and economicdevelopment, taking western, southwestern and northwestern China as samples. Thejoint authors draw attention to some new ideas which are highly informative.
