Presenting a systematic review of the formation and development of the ad-ministrative system over the institutions of higher education in USSR, Mr. LiChunsheng in this article of his gives an account of the macroscopic aspect ofthat system and some theories involved therein. Some facts to which he drawsthe reader 's attention are common to all socialist countries. Soviet problems andexperience in this field, as summarilized by Mr. Li, will be of interest to the Chinese reformers of the corresponding administrative system in their own coun-try.
