冰岛会晤以来的美苏裁军谈判及其前景

摘要 冰岛会晤以来美苏裁军谈判的现状是:中导接近达成协议,禁止化学武器谈判大有进展;在战略武器与太空武器问题上,双方继续僵持:全欧常规裁军谈判的准备工作正在进行;核禁试谈判步履艰难,前景渺茫。美苏对谈判有不同的方针。它们既着眼于未来争夺,又需要在近期内达成一项协议。人们有理由对美苏谈判可能达成的协议不寄于过高期望。 Since the Iceland Summit,the U.S.-Soviet arms control and disarmament talks have been going on over a broadrange of issues and they now stand as follows:an agreement on eliminating allmedium-range missiles is within reach;substantial progress has been made inthe negotiation on banning chemical weapons;preparations for all-Europe conven-tional disarmament negotiations are under way;the two sides have failed tobreak the stalemate over the issues of strategic arms and space weapons;andthe negotiation for nuclear test ban is staggering on with little hope of success.The United States and the Soviet Union pursue different negotiating strategies.They prepare themselves for long-term rivalery on the one hand and have theneed to reach an agreement in the immediate future on the other.One has everyreason not to cherish excessive expectations about any agreement that will possiblybe reached.
