苏联正调整它对亚太地区的政策,提高亚太地区在其全球战略中的地位。但是苏联在亚太地区的努力却收效甚微,原因是,苏霸权主义的立场和政策没有改变,亚太国家对苏仍保持警惕;苏仍坚持阿富汗和柬埔寨两个热点问题上的立场;苏联对亚太国家经济的影响能力有限。
The
Soviet Union is readjusting its policy towards the Asian-Pacific Region,attaching
greater importance to the region in the soviet global strategy.However,the initiatives
taken by the Soviet Union have so far yielded very little results for the following
reasons:(1)there has been no change in the Soviet hegemonic position and policy and
the Asian-Pacific countries remain vigilant against the Soviet Union;(2)the Soviet
Union still sticks to its position on the issues of the two hot spots of Afghanistan and
Kampuchea;and(3)the Soviet Union's capability to influence the economy of the Asian-
pacific countries is limited.
