印度和美国关系的剖析

AN ANALYSIS OF THE INDO-U.S.RELATIONS.

两年来印美关系有所改善。这是双方互有需要,各自采取主动的结果。印渴望获得美高级技术及资金,以实现经济上及军事上的现代化,并在美苏之间搞些平衡,以取得实惠。美期望拉开印苏之间的距离,削弱苏的地位,在政治上得到好处。但由于印苏的密切关系以及印巴关系等因素的限制,进展是有一定限度的。两国关系将继续受美苏在南亚争夺以及印巴矛盾发展的影响。

The Indo-U.S.rela- tions improved in the past two years.This is the result of the mutual needs of the two sides as will as the initiatives taken by each side.India is eager to get high technology and capital from the United States in order to achieve its eco- nomic and military modernization.It also tries to maintain a somewhat balanced position between the United States and the Soviet Union so as to gain actual be- nefits.The United States,on its part hopes to expand the distance between India and the Soviet Union in order to weaken the Soviet position and gain political benefit.Nevertheless,restricted by factors such as the close Indo-Soviet relationship and the Indo-Pakistan relations,the improvement of the Indo-U.S.relations will be limited.The relations between India and the United States will continue to be influenced by the U.S.-Soviet rivalry in South Asia and the evolution of the contradiction between India and Pakistan.
