关于外贸体制进一步改革的思考

Considerations on Further Reforms in China’s Foreign Trade

本文提出,“跟踪改革,对立体制”是解决外贸问题的出路所在,也是外贸体制进一步改革所具有的特殊形式。作者认为,对应体制的关键是建立新型调控体系,重点是调动企业积极性,加强企业之间的横向经济联系。文章特别指出,近期外贸体制对应改革能否成功,很大程度上取决于出口生产体系的建立与否。外贸体制进一步改革的当务之急是必须做好下述几个方面的工作:总体设计;定量分析;政策配套;宣传教育;干部素质;管理体制。

Noting that 'trading reform' and 'corresponding institution' should be accepted as theonly solution to the problems in China's foreign trade, the author of the present art-icle argues that the key to the corresponding institution lies in the formation of new re-gulating and controlling systems with particular emphasis on encouraging the enter-riises' autonomus initiative and on the consolidation of the horizontal economic relationstying them together. He draws special attention to the remarkable dependence of thesuccess in the corresponding refoms in the foreign trade system on the formation ofa complete framework for the production of commodities for export. Total planning,quantitative analysis, well-coordinated policies, supply of adequate information to the pu-blic, better-trained cadres and improved administration are named by the author as theimmediate preconditions for further reforms.
