摘要
本文提出经济体制的组织模式问题,并认为它是关系到经济体制改革组织保证的重要问题。首先,作者分析企业的行为机制和组织模式,特别对全民企业全部实行劳动合同制提出质疑;其次,分析横向经济活动的机制和组织模式,指出劳动市场是劳动者合理流动的重要“媒介”;再次,分析纵向经济管理机制与组织模式,建议由计划委员会、经济委员会和监督委员会组成国家行政管理体系。
The present article draws attention to the problem of organizational models in theeconomic system, recognizing it as one of great importance to the organizational guar-antee for the reforms in the economic system. Proceeding from an analysis of thebehavioural mechanism and organizational models of the enterprises, the author ex-presses his doubts over the general application of labour contracts to all the enterprisesunder the ownership of the whole nation. He goes further to review the mechanismand organizational models of horizontal economic activities, emphasizing the role oflabour market as an important 'medium' for the rational flow of the labour forces.Finally the author analyses the vertical economic administrative mechanism and organ-inizatinoal models, raising a proposal for the formation of a national administrativesystem consisting of the Planning Commission, Economic Commission and Control Commission.
