重建农业经济组织系统:问题与思考

Formation of a New System of Rural Economic Organizations

本文认为,几年来,中国农民在解决温饱问题后致力于发展商品生产,他们对产前、产中、产后的服务呼声日高,旧有的农业经济组织系统开始结构性失稳。因此,重建完备的农业经济组织已成为发展商品生产的重要条件。面对纷纭、丰富的农村现实,本文指出,家庭经营是组织农业生产活动的组织细胞和基本出发点,分散经营的农户和有层次的商品服务组织将构成我国农业商品生产最基本的组织空间。基于这一思路,作者解割了近几年来在农村广泛出现的各种行政公司、官办协会、农村专业生产者协会等组织形式,初步构思了未来中国农村经济组织的基本框架结构和功能。

Noting that,as China's rural population has shifted its attention to the development of com-modity production after it became free from the threat of starvation and exposure,the needfor pre-production,in-production and post-production services is becoming more urgent,the ar-ticle concludes that the existing system of rural economic organizations is entering a stage ofstructural instability and that forming a new complete system has consequently become a nece-ssity,with an insight into the complicated and varied realities in the eountryside,the articleemphasizes that household management should be taken as the“cell”in the system of agricultu- ral production and also as its starting point and that the farming household,as separate mana-gerial units,plus a multi-level marketing service system will form the basic organizational sa-pace of China's rural commodity production.Proceeding from such observations,the author revi-ews the orgainizational forms that has emerged in recent years,including administrative corpo-rations,government-sponsored associations and specialized rural producers' associations,givingan initial appraisal of the future basic framework of China's rural economic organizations andits possible functions.
