Initial Observations on Management of Engineering Items

本文首次对工程项目管理的含义、必要性、内容、特点和如何做好工程项目管理工作等问题作了较全面的论述。本文认为,工程项目管理应该是对其整个寿命周期过程,即工程项目一生的管理,各个阶段的管理有其专门的范围和内容。工程项目管理是一种创造性的活动,它涉及面广、影响因素多,必须进行全面管理。本文认为,应把工程项目管理作为一门学科进行专门研究,提出了做好工程项目管理的六项建议。

The article represents the first attempt for an overall review of the meaning,necessity,content and characteristics of the management of engineering items.The author views such ma-nagement as one to be exercised over an particular item's complete life-cycle,one that variesin scope and content with the different stages in that cycle.Recognizing such menagement as acreative behaviour that involves a wide range of problems and factors and consequently calls foroverall and comprehensive planning,he proposes making it a particular discipline for specialresearches and presents a six-point proposal for better mangement.
