本文较系统地论述了民主管理在人民军队建设中的重要意义。作者论述了人民军队民主管理的基本特征和民主管理在我军建设中的地位和作用,特别研究了在新的历史条件下坚持和发展民主管理问题,指出要针对我军管理教育的新情况、新特点,在继承我军优夏传统的基础上,着眼于发展和创新;要正确处理好民主与集中的辨证关系;实行民主管理,关键在于各级领导干部。

The article provides a systematic review of the significance of democratic administration inthe People's Liberation Army.Proceeding from the basic features of PLA's democratic admini-stration and its importance and role in the strengthening of PLA,the author lays special empha-sis on the presenvation and updating of such administration in the new historical conditions.Hecalls for intensified attention on development and innovation while accepting and maintaining thetraditional good practices so as to answer the demand of PLA's administration and training innew conditions.The correct handling of the dialectic relations between democracy and centraliza-tion is stressed by the author,who also noted that the key role for democratice administration isto he played by the officers of different ranks.
