(一) 二次大战后,中央计划调节这种国家全面干预和管理经济的形式,在发达资本主义国家得到了广泛的传播和发展。一些国家,如挪威、荷兰、日本自40年代后期便开始建立中央计划机构,编制和实施经济复兴或重建计划。到50、60年代,随着资本主义经济的起飞,实行所谓经济计划化的国家越来越多,意大利、比利时、英国、瑞典、西班牙、希腊等国政府纷纷运用预测和计划手段。
Since the 2nd world war, regulation by central planning has witnessed widespread development in Western countries, particularly in France. Planned management of national economy is the objective requirement by mass socialized production. In France, following are the main factors in promoting its planned regulation: weak economic structure, poor market system, highly developed state intervention and the influence of left-wing thinking. Planned economy has played an important role in France for its postwar development, but it also has some limitations. At present, the dependence of planning on market is growing at a faster pace and the mechanism of automatic effectiveness is losing its momentum. To a certain extent, planning itself is also one of the reasons both for intensifying economic structural crisis and slow development in France.
