Contradictory Mentality and Unpredictable Prospect-Comments on New Developments Concerning the Issue of the Security in Western Europe

近来,西欧在安全问题上有一些新的动向。一是对美国战略防御计划(以下简称SDI)的反对趋于平息。疑虑自然还存在,但西欧各国更重视的是如何参与进去,进一步研究SDI对未来国际局势、西方军事战略及欧洲安全所可能产生的种种影响。二是对美国在美苏冰岛会晤中的态度表示了担心和不满。西欧政界和舆论界纷纷表示,美苏商定的十分广泛的核裁军协议有损于西欧的安全利益。

There have occurred some new developments concerning the issue of the security in Western Europe since 1986, which reflect a complicated and contradictory mentality. Most politicians of Western Europe hold that the present strategy of nuclear deterence is still an important guarantee for the security in Western Europe athough it has some defects. They hope that both Russians and Americans will lower their level of nuclear contention, but not reduce it to nil. West European countries doubt the American determination to safeguard Western Europe, but they can not afford to break away from the US. However, SDI has created an unpredictable prospect. These countries have shown limited support for SDI, but they hope that the US will not hastily change the present nuclear strategy, thus affecting the existing balance of power between Russians and Americans. They are also worried about the difference concerning the security between Europe and the US, resulting from this change. Furthermore, they are neither in the position, nor willing to contend with the conventional superiority of the Warsaw Pact countries. Naturally they are not in favour of returning to the era of conventional warfare. There are many elements which have brought about this contradictory mentality, and they will not disappear altogether in a short time. In spite of various measures West European countries have taken in thisrespect, the prospect of their security is still far from predictable.
