摘要
西欧国家同发展中国家有着非常密切的关系,保持和发展同广大发展中国家的经济联系对于西欧各国都有着极为重要的意义。第二次世界大战前,这种关系主要是通过殖民制度来维持的。战后随着殖民体系的瓦解,维持和发展双边关系的方式发生了重要变化。战后西欧同发展中国家经济关系的发展历史上,许多亚非拉国家都属于欧洲殖民帝国的殖民地、半殖民地的势力范围,是宗主国的原料产地、工业制成品推销地和资本输出的场所。
It is essentially important for Western Europe to develop close relations with developing countries. In developing relations with developing countries economically; Western Europe has adopted two major ways: one is to make agreements, like Rome Convention, and the other is to increase development assistance. As a result, relatively stable relationship has been initially built between Western Europe and developing countries. Facing the demand of developing countries for establishing a new international economic order, Western Europe has adopted a policy of dialogue instead of a policy of confrontation. The relations are clready imbued with some new features: the econimies of Western Europe and developing countries have become more and more interdependent, therefore it is outdated to analyse this new relationship only by using the traditional theory of colonialism or that of new colonialism. Due to the multi-nature and multi-level relationship between developing and developed countries, it is also meaningless to use the general concept of North-South relations in analysing relations between them.
