An Outline of "Welfare State" for Reflexion

1986年9月16日,本刊编辑部邀请在京有关单位专家学者进行了一次关于"西欧福利国家"的专题学术座谈会(详见本刊去年第6期的报道),本文作者到会作了发言。这是作者应本刊之约整理的发言提纲,现予发表,欢迎同志们参加讨论。

The appearance of 'Welfare State' means neither the change in the nature of capitalist countries, nor the establishment of socialist system in these countries. The essence of 'Welfare State' is class cooperation. This cooperation accounts for the balance of various class forces. In accordance with conditions of this cooperation, the functioning of the management of society can be improved. In spite of different motives and attitudes of various classes, and despite of differences and struggles among these classes, the fact shows that these differences can be overcome by the readjustment of policies, so as to make it possible for 'Welfare State' to exist for a long time.
