我国办的深圳、珠海、汕头、厦门四个经济特区,在各方面的支持下,经过建设者们的努力,开始取得积极的成果.基础设施建设进展较快;吸收外资初步打开局面;引进了若干比较先进的技术和设备,在发展生产、出口贸易和旅游事业方面已经看到成效;当地的工农业生产有了较大的增长,人民生活得到明显的提高.这些引起了国内外的注目,实践说明了党和政府决定创办经济特区的正确性.办经济特区,是我国在新的历史时期实行对外开放这项战略决策中的一个组成部分.

Initial successes have been achieved in China's operation of the four Special Economic Zones of Shenzhen, Zhuhai, Shantou and Xiamen. Within these Special Economic Zones, we can import with a fairly free hand advanced foreign technology and scientific management and absorb through experimenting, analysis, comparison and digestion, those which are of benefit to us. By keeping in close touch with international markets and forging extensive ties with foreign businessmen, as well as through other economic activities, we can also gradually master the skill of conducting foreign trade and economic cooperation. The establishment of Special Economic Zones plays an important role in promoting the cause of China's four modernizations.The important task of the Special Economic Zones at present is to step up further the projects of industrial and agricultural production and gradually turn out a whole batch of products which are competitive for export. More favourable conditions will be accorded to those businessmen who are keen on investing in industrial and agricultural projects in the Special Economic Zones, particularly those who are active in providing us with advanced technology and equipment.
