Create Favourable Conditions for Making Use of Foreign Funds as Much as Possible

党的十二大提出了全面开创我国社会主义现代化建设新局面.胡耀邦同志在党的十二大报告中指出,"实行对外开放,按照平等互利的原则扩大对外经济技术交流是我国坚定不移的战略方针.""要尽可能地多利用一些可以利用的外国资金进行建设,为此必须做好各种必要的准备工作,安排好必不可少的国内资金和各种配套措施."这为我国今后利用外国资金进一步明确了方向.从党的十一届三中全会确定对外开放政策以来,我国利用外国资金已经取得了初步成绩.

Initial success has been achieved so far in our utilization of foreign funds. Up to now, medium and long term loans with moderate or low interest rates, which are committed or provided by foreign governments and international financial institutions alone, have reached more than US$ 7 billion, of which US$ 2.2 billion have been disbursed. The direct foreign investments amount to US$ 4..3 billion, of which about US$ 1.5 billion has been put to use.Our work on running joint ventures involves the following aspects: 1. fixing the policy in such a way that joint ventures will enjoy more favourable treatment; 2. losing no time in working out relevant legislations; 3. strengthening leadership and planned management so as to run the joint ventures in a planned way and concentrate in some key sectors; 4. making continuous efforts in training cadres and raising working efficiency.
