Economic Results and Speed of Development

(一)为全面开创社会主义现代化建设新局面,党的十二大对经济工作提出了两项战略性的要求.第一是:要把全部经济工作转到以提高经济效益为中心的轨道上来;第二是:力争全国工农业的年总产值以1980年为基数,到本世纪末翻两番.上述两项战略决策,是效益与速度的统一,是经济工作包括对外经济贸易工作的总体战略目标.但是,二者的关系值得深人探讨.过去由于经济领域"左"的思想干扰。

The author expresses his viewpoint on one of the major issues of China's foreign trade and economic co-operation—the relation between economic results and speed of development. The author admits the importance of speed, without which better economic results are out of the question. indeed, it remains our major strategic target to obtain development at a high speed, yet high speed should be achieved with better economic results as its precondition, and the latter is to be achieved through higher speed. To comprehend and handle correctly the dialectic relation between the two, it is imperative to view economic results and speed as a unity while making every step forward.
