对外开放政策的重大战略意义

Strategic Importance of the Open Policy

自三中全会以来,我国正式宣布了实行对外开放政策。赵紫阳总理在五届人大四次会议的政府工作报告中提出:“我国的四个现代化建设需要国际的合作”,“在经济工作中,我们应该彻底抛弃自给自足的自然经济观点。”“实行对外开放政策,加强国际经济技术交流”,要做到“以自己的长处,通过国际间平等互利的交换,补自己的短处。”今年《红旗》第八期发表编辑部文章,强调为了打开新局面,我国要全面发展对外经济关系。可见我国当前执行的对外开放政策,不是权宜之计,而是我国实现四个现代化的一个重要战略。它符合我国各民族人民的根本的长远利益。

With the development of modern and largescale industrial production and new science and technology, international economic relations have expanded to the field of production from that of circulation. Countries are becoming increasingly interdependent and cooperative in the fields of funds, technology, service and management experience. Under these circumstances, all the countries, apart from relying on their own conditions for developing modern and large-scale industrial production, are to varying extent making use of the international market, resources, funds, technology, management experience and service. Generally speaking, the building of modern and large-scale industrial production would be impossible when a country isolates itself from the rest of the world. Therefore in the drive to develop a large-scale industrial production as part of her modernization programme, China must expand her trade with all countries of the world, which is indispensable for the growth of her economy, while the adoption of an open policy is necessary for her foreign trade expansion.
