大胆利用外资,加速我国现代化建设——发行债券是利用外资的重要渠道之一

1982年1月22日,中国国际信托投资公司在日本金融市场发行了100亿日元私募债券(注),到1月29日即已交割完毕。这是中华人民共和国成立后,在国外第一次发行债券,数目虽然不大,但国际上反映比较强烈,日本以及西方的很多报刊、电台发表了消息和评述。国内也引起一些部门的关注,希望了解有关情况。现就这次发行债券的有关问题谈谈我的一些看法。第一,这次发行债券的背景我国在经济建设中的优势是资源丰富,劳动力充足;我们的不足之处是资金缺乏,一部分设备和技术陈旧落后,且缺少先进的管理经验。实践使我们认识到,在自力更生为主的基础上,只要我们解放思想,坚决贯彻对外经济开放政策,积极而稳妥地利用外资。
